Buildings speak volumes about the living standard of people in a country. Buildings, if not built securely, can become death traps especially during natural calamities like earthquakes. So, it is necessary to have specific rules and regulations regarding the construction of buildings. In my opinion, it is the responsibility of governments to impose such rules.
The main reason behind this argument is that improperly constructed buildings are a safety hazard, not only to its possessor but also to the general public. So, it is a necessity that can have an impact on the social and economical front of a nation. To illustrate further, in case of a building collapse, there is loss of property, life, effort money and time.
Also, different areas have different geographical features. Constructing a building ignoring the environment can be disastrous. For example, a multi-story building erected on a hillside where there is possibility of landslide is potentially dangerous. People may ignorant or negligent about such things. Therefore, the responsibility is vested in governments to impose rules.
However, some people are of the opinion that it is the responsibility of people to construct safer homes. The reason may be that an individual has the right to design his dwelling place in any way he wishes. Imposing rules means to restrict the freedom of people. Some others say that setting higher standards of building construction will make construction costlier. It will deny the lower strata a chance to build their own homes.
