While presenting the Union budget finance minister Arun Jaitley announced Bharat National Health Protection Scheme (AB-NHPS) on 2nd October 2018. This scheme intends to cover 10 crore poor and vulnerable families and 50 crore beneficiaries.
In this scheme, 10 crore families will be provided rupees 5 lakh cover per family annually and touted as the world’s largest government-funded health protection scheme. This scheme will be monitored by the ministry of health and family welfare and the ministry of finance.
The government will use the Socioeconomic caste census (SECC) 2011 for enrolment of beneficiaries, with an authentic database like Aadhar to eliminate frauds. This scheme will overtake the existing Rashtriya Swasthya Bima Yojana which offers health insurance to cover poor people. States would have to bear a part of the financial burden in the ratio 60:40.
Still, there are some challenges like premium payment, terms and standardisation of treatment, lack of good hospitals and inadequate facilities in existing hospitals. Most public healthcare has a shortage of doctors, nurses and other staff. Failure of Aadhar authentication is also a challenge. NHPS should be considered a significant move towards universal health coverage. It will be a boast for Pharma manufacturing companies, hospitals and admin jobs etc.
If the government will implement this scheme properly many lives can be saved and it will improve financial well being with better planning. It will transform the Indian Health care sector and millions of people will be benefited.
